Hello all: I can not get apup to run with out the above error. I can get it to run with no errors if I do not run the XP SP3 update option. Firewall is turned off and anti-virus has not yet been loaded. Any Ideas?

Thanks for posting your log-file. Although you have "Firewall is turned off and anti-virus has not yet been loaded." there is still something blocking APUP from running properly. This is shown by:
This means that either something is blocking APUP's access to the helper files in the SYSTEM32 folder, or is blocking APUP form complete internet access. If you have Agnitum Outpost firewall, for example, then turning it off is not sufficient -- it will still block APUP.
Can you (1) confirm that Internet Explorer can access the Internet directly and (2) let us know what Firewall / Anti-Virus / Anti-spyware or Anti-malware programs you are running?

It looks like you are having problems with your internet connection:
Microsoft's servers can maintain 1.5 million simultaneous connections so the problem is at your end, not with Microsoft.
That internet connection problem is probably why you have not downloaded windows_components.apm as well.

This is a brand new install, I do not have any thing other than XP pro SP3 installed. But let me check that.
The only firewall is a hardware firewal and it is set up to allow any internal requests to the internet.
I will try disabling the Firewall services.

Thanks for the reply.
A properly configured hardware firewall will not block APUP. If it is configured "to allow any internal requests to the internet" (which is actually the default configuration for home routers with a built-in firewall) it should work OK. We may have to look elswhere.
A Windows XP fresh install will work with APUP straight away. There's no need to reconfigure services. There's no need to turn off the Windows XP firewall.
What I don't understand at the moment is why you are stalling on a single file. As you probably already know from your log-file (and assuming that you just shortened the one section when posting) all the missing files are in one .Zip file. That means that you have successfully downloaded several hundred MB successfully. Yet there is nothing special about windows_tweaks_functionality_xp_x86.zip. It's a normal Zip file, it exists and is accessible on the server (I've just checked again today) and it hasn't changed for about a year.
Does the problem persist if you UNselect eveything in APUP, except for the XP release? In other words UNselect apup and apengine.
