This error is caused by Microsoft updating the Root Certificates at the Microsoft Download Center.
However, this update is not yet available from all of Microsoft's servers. As you may know http://download.microsoft.com resolves to multiple IP addresses, some of which have the new file and some of which still reply with the old file. I expect this situation to change today as the caching servers are flushed and updated.
All the releases will be updated later today to match the new file.
