I noticed USMT as a selection in AP and was wondering if the tool is needed by a normal user who wants to save his files/settings for a new build. XP already has a Files and Settings Transfer Wizard which looks like it does pretty much the same as USMT. Is this tool more for a large deployment?

As I remember, and I could well be wrong here, you have to have both OSs for Files & Settings Transfer Wizard. Let me explain;
Files & Settings will copy over you files and settings from 1 PC to another, ie. from XP to Vista. It won't/can't work if you are installing Vista on the same PC. This is where USMT comes in. It can copy to an external drive & from there into Vista.
In principle USMT is intended for larger deployments, but it's perfectly suitable for a single PC.
