Okay , how about another thought.... His log shows using a 64bit Vista OS... and using the vista x86 script. Isn't the x86 script for 32bit versions? I sure there is a differences in the 32bit and 64 bit versions of IE8 for Vista. Again might be reaching here.

yes, but you can download updates for and from any OS. the only one thing that happens is that the auto select feature that apup has/had will not work. but if you choose change the default selection to another one, no problem
but of course, updates for x32 will load only in a x32 system. but there's a few updates that are common to x64 and x32 and those will load anyway. but those are just a few

Install the Latest Windows Update
* 1 Go to the "Start" menu and "All Programs" in Vista and Windows 7. Look for "Windows Update." Click it. For XP users, go to the Microsoft Windows Update website (the link is in Resources).
* 2 Click "Install Updates"; in XP, click "Express Install," and then "Install."
* 3 Reboot the computer when updates have completed.
Reset Internet Explorer Browser Settings
* 1 Go to the Start menu. Go to "Control Panel." In Windows XP, click "Internet Options." In Vista and Windows 7, click "Network and Sharing Center." Look in the left-hand pane, at the bottom, for a link that reads "Internet Options." Click it.
* 2 Click the "Advanced" tab in the dialog window that appears.
* 3 Click the "Reset" button under "Reset Internet Explorer Settings."
* 4 Read the warning. Click "Reset" in the confirmation window.
* 5 Restart Internet Explorer.
Uninstall Internet Explorer
* 1 Go to the Start menu. Go to "Control Panel."
* 2 Click "Add or Remove Programs" for Windows XP.
In Vista, click "Programs" and "Uninstall a Program"; click "View Installed Updates" in the Tasks pane.
In Windows 7, click "Programs" and "Uninstall a Program"; then click "Turn Windows Features On or Off."
* 3 Click "Windows Internet Explorer 8" in XP; click "Remove."
In Vista, locate "Windows Internet Explorer 8" and double-click it. In the "Uninstall an Update" box, click "Yes."
In Windows 7, locate "Internet Explorer 8," and clear the check in the box. At the confirmation window, click "Yes."
* 4 Follow the instructions in the uninstall wizard.
* 5 Reboot the computer.
