KB927891_2K_enu.apm files specifies:
WindowsInstaller=ANY
which results in a failed installation if Windows Installer v3.1+ is not installed. Specifying:
WindowsInstaller=3.1
fixes this.

Just a minor issue... requires Windows Installer v3.1 as documented in its KB article.
KB927891_2K_enu.apm files specifies:
