No, it's not normal, but it sometimes happens when APUP encounters network/internet delays and the download gets "stuck". It's a rounding error in the download speed shown on-screen.

You've titled this topic "Subscript out of range", which is not shown in the above screen-shot.
Do you have another problem as well?
